Current Virginia Housing Bills
Signed by Gov. Spanberger:
- Enabling language for expedited affordable housing approval: HB 594 encourages localities to create streamlined, time-certain pathways so that projects serving low- and moderate-income Virginians don't die in administrative limbo.
- Manufactured homes: HB 655/SB 346 ends zoning discrimination against manufactured homes.
- Zoning for ADUs. SB 531 Requires a locality to include in its zoning ordinances for accessory dwelling units in residential areas.
Amended by Gov. Spanberger and returned to the Legislature:
- Faith in Housing: HB 1279/SB 388 removes bureaucratic barriers so they can build the affordable housing their neighbors need.
- Parking Reform: HB 888 lets localities set smarter, modern parking policies and unlock more homes on the same land.

2025 Virginia State Scorecard
RICHMOND, VA - YIMBY Action announced the release of its first-ever state legislator housing scorecard in Virginia, giving voters a clear picture of how their elected officials are performing on an issue of top economic concern: housing.
Our Virginia Legislative Scorecard evaluated legislators based on how they voted in 2025 on key housing-focused bills that legalize more homes, fix broken incentives, and streamline permitting.
